Yes there is. Out of the box with old 3.10 kernel atm (https://www.armbian.com/orange-pi-win/ check "other download options"). For implementation on a modern kernel, stop here or here and wait.

BTW. 3D acceleration on a modern 4.19.y kernel is done via open source Lima 3D MALI driver. MALI works (not as performant as closed drivers, but works), but it has nothing to do with video acceleration.

I try to run a video (vlc,mpv) but it is very slow =(
