Ubuntu Focal image should have systemd-timesyncd package purged?

After installing Ubuntu Focal 20.08.17 (on Pine A64), I have noticed the following. Searching for packages which are not fully installed with

dpkg -l|grep -v ^ii

returns systemd-timesyncd. This can be fixed by purging the package with

dpkg -P systemd-timesyncd

but it is better if the image is shipped with this already fixed. Can other users confirm this issue and can it be fixed when building the image?
