orange pi lite shutdown instead of reboot

Hi there,

when I run command "sudo shutdown -r now" (or sudo reboot) my orange pi shuts down instead of reboot.

Why this happens and how to correct it please?

My findings:
- if I freshly power opi on, I connect just via TTL (no hdmi display, no ssh) command "sudo shutdown -r now" restarts my opi successfully (if I powered on and tried hdmi/ssh in between, I must power cycle). If I try second reboot attempt after fresh power on, it shuts down opi.
- if I am connected just via TTL and my hdmi display is connected, command "sudo shutdown -r now" shuts down my opi.
- if I am connected via SSH (my hdmi display is connected or can be disconnected, command "sudo shutdown -r now" shuts down my opi.
 
Strange. Here is a log when trying to reboot via ssh (it ends with shutdown):
P.S. I don't see this log always via TTL putty, no idea why (I see it just from time to time).

UPDATE: For any scenario hard reset reboot works always "reboot -f"
