[Odroid HC1] irqbalance 1.0.6 leaks memory

I've seen a growing memory utilization on my Odroid HC1.  It turned out that `irqbalance` is a root cause. It looks like it is a known bug 

Right now ` irqbalance `  get restarted once per a day to keep it small.
