I have encountered this problem and it drove me nuts.
First, you have to flash the Android TV firmware back to the stock original firmware. Using 2 side USB cable ( you can diy it, cut and connect the wire) and Usb burnning tool.
The X96 unit when shipped, some reseller/dis flash custom android TV on it, and it caused the boot problem.
