I can confirm that the T95 Max+ (Plus) is booting under the mentioned limitations (no WiFi, no Bluetooth, 100 Mbps) using the Server image Armbian Linux 6.6 Ubuntu 24.04 (Noble). I haven't tested installing to emmc, though. However, it may still be advisable to freeze the packages mentioned in the original post. /dtb/amlogic/meson-sm1-x96-air-gbit.dtb did not work (no Ethernet at all).
