That happend on two different ROCK PI 4B 4GB v1.3 with SPI and NVME SSD boot without SD/eMMC. (fdtfile=rockchip/rk3399-rock-pi-4.dtb). It is only happening if I disconnect power and boot up. It seems working fine if I just restart the board. No problems with 4.4.213 Kernel (fdtfile=rockchip/rk3399-rockpi4b.dtb).
