[Armbian build PR] - rockchip/64: no cgroup v1 enforcing, rockchip64 has own default env

Description

Due to some findings reported in previous PR (https://github.com/armbian/build/pull/3830#issuecomment-1181587003), forcing cgroups to v1 is insecure and break things. Also rockchip.txt default env file turned out to be in use for rockchip64 family too.

In this PR, the cgroups workaround is removed for rockchip family and a proper rockchip64.txt default env file is added and set into include config file.
