[Armbian build PR] - re-add support for NanoPi NEO3

This PR re-adds support for the NanoPi NEO3, we talked about this a while ago.

This as a preview, as I want to ask if the changes in this PR would be enough.

Successfully built, booted, and rebooted:

• [x] focal current
• [x] focal edge
• [x] jammy current
• [x] jammy edge

I am aware that I need to change the web site afterwards.
