[Armbian build PR] - `meson64`: bump `edge` to `6.1-rc8`

• meson64-6.1 - rebased patches
  • 3 were mainlined:
    • JetHub device was mainlined 👏
    • ODROID's hack for pwm1_enable was re-done differently in mainline
  • few fixes for overlays etc
  • rebased @adeepn clock phase patches
    • [ ] please review? should be simple but there were conflicts I resolved
• switch current to 6.0 (please also merge #4546 for consistency/patch formatting)
