[Armbian build PR] - lib/functions/logging/runner: handle /bin/bash

/bin/bash doesn't exists on Nix-like Operating systems + it's malpractice to hardcode binary path as it will depend on file system hierarchy

This solution replaces that to use environment for binaries + adds option to change Bash binary during runtime through using BASH variable
