[Armbian build PR] - Add 'console=both' statement to config/sources/families/rockchip64.txt

Description

/boot/armbianEnv.txt for rockchip64 doesn't preconfigure any console output by default - so "console=both" has been added to config/sources/families/rockchip64.txt to enable serial and display console at build time
