I'm a little out of ideas what is rong ? My OPiPC is functioning well with all 12v 19v and 24v + converter to 5v but OPi+2E sometimes flickers red led, one time functioned but mostly dosen't.

I'd believe item 2 of the list is the culprit responsible for a massive voltage drop. You could calculate on OPi PC and Plus 2E on GPIO header pins 2/4 (5V, most likely in your case more likely 4.6V or below) and 6 (GND).
