I've got same issue but with OrangePi Zero. But I believe I not using -dev kernel. After update from 4.19.13-sunxi to 4.19.17-sunxi
Cpu frequency scaling to 1008 Mhz instead of 1200Mhz
Thermal is 45 degrees, does not throttle
