My box was running in the same issue. So have I've had a look into the logs.
In my case it was the knowing Bug https://bugs.launchpad.net/ubuntu/+source/lirc/+bug/1768291
> lirc is flooding the syslog with two lines each second
[date&time] flupp lircd[1323]: lircd-0.10.0[1323]: Error: Cannot glob /sys/class/rc/rc0/input[0-9]*/event[0-9]*
My solution was to uninstall lirc.
