Just now, USB hub on board turn on only after reinstall OS

I have Orange Pi Zero and plugged bad USB modem with power problems. Some moment modem have power problem and disconnect from board. USB port in Orange PI disabled after it - lsusb show one of two board's USB hub is absent After reinstall image in this board, USB hub works well. I think, USB hub disabled by OS when USB port has errors. Let me now. how to enabled USB hub without OS reinstall?
