I am using the 5.15.18-sunxi kernel that comes with Armbian. However, I was not able to get /dev/cedar_ve to appear even after editing the dtb file. Can you elaborate more on which kernel you are using and how did you get it done?

Can cedrus264 do decoding as well? Anyone has tried? Thanks.
