It seems to me that the mesa packages that Armbian provides are broken, but I see no mention of this anywhere so maybe it's something I'm doing? I'm using an Orange Pi Zero 3, which I believe is experimental but I don't see any evidence that the packages of interest are specific to this board.
It looks like Armbian provides a new version of libgl1-mesa-dri that relies on a newer version of libdrm-amdgpu1 than what is available in the default debian bookworm repo:
