First boot on HC1 no SSH on Bullseye but works on Jammy

I have an Odroid HC1 I'm trying to install Armbian 22.11 Bullseye (Armbian_22.11.1_Odroidxu4_bullseye_current_5.4.225.img) on and on first boot I can see it grab an IP on my network etc, however when I try to SSH I get "Connection Refused". The HC1 has no video output so SSH is sorely needed here. As a test I flashed Armbian 22.11 Jammy (Armbian_22.11.1_Odroidxu4_jammy_current_5.4.225.img) to the SDCard, booted it and was able to SSH to it just fine so it's not hardware/network related. I need Bullseye to install openmediavault. Anyone have ideas?
