I actually figured it out, i was using jammy on my rockpi4b, went back tried bookworm, and recompiled zfs myself, now its all good!

Sorry to necro the thread, but im having the same issue, do you mean I need to compile with the INCLUDE_HEADERS=yes flag? I tried that but still no luck.
