I have the same setup and issue as OP. I was able to fix this by installing libv4l-0 package: sudo apt install libv4l-0 In my case the reason was because this package is a dependency of the rockchip-multimedia-config from the ppa I was installing it from. It was in the install notes, but I had missed it originally.
