Is it possible to activate PCIe ASPM L1 substates with the NanoPi R6C / RK3588s Soc in general?

> lspci -vvv | grep ASPM
LnkCtl: ASPM L1 Enabled; RCB 64 bytes, Disabled- CommClk+
L1SubCap: PCI-PM_L1.2+ PCI-PM_L1.1+ ASPM_L1.2+ ASPM_L1.1+ L1_PM_Substates+
L1SubCtl1: PCI-PM_L1.2- PCI-PM_L1.1- ASPM_L1.2- ASPM_L1.1-

My M.2 NVMe SSD supports all L1 substates but setting pcie_aspm.policy to "powersupersave" has no effect. Max is "powersave" to activate ASPM L1 and that works.

Is this a limitation of the SoC or just not implemented in the armbian driver / kernel?
