Copy the patch to build/patch/kernel/archive/sunxi-6.9/patches.armbian directory. Edit build/patch/kernel/archive/sunxi-6.9/series.armbian and build/patch/kernel/archive/sunxi-6.9/series.conf to include the new patch.
