Spent some time here:

and proceed as stated in documentation, get another SD card - it could be faulty. Stick to https://redirect.armbian.com/orangepi3/Bullseye_current and make print screen on where error happens.

We already wasted hundred + hours of our precious private time on this bug but we don't have a solution yet:
