Can I setup an Arm SBC to work like mag tv box? To have full EPG on IPTV that supports m3u8?

Hi.  Currently, I subscribe to IPTV service, and have it loaded on Kodi (Raspberry Pi 3b).  I don't have full EPG.  Also, it's slow switching channels.  Don't feel like a TV at all.  I was wondering if any of these Arm SBC can function like and actual STB provided by cable providers?  My IPTV service requires me to load the url to m3u8.  I'd like to have something that looks like this 

 

 

Currently, I think I have something that looks like this

 

 

It's also super slow to start a channel.  Is this normal IPTV behavior?
