Various questions about TV Box. What OS runs on top? Does it allow faster changing of channels

Hi.  Currently using Kodi on Raspberry Pi.  I also run IPTV service on the Kodi Raspberry Pi.  It seems switching channels is slow, EPG seems limited as well.  I want to know when I buy a TV box, does it come with OS?  Can I just load the m3u file so it allows watching IPTV?  Does it allow faster switching of channel than using a Raspberry Pi?  

 

So many questions regarding TV Box.   But seems to me the forum has a lot of topics of people getting TV Box and repurposing the box as desktop.  Why is this?  Not really using it for IPTV?
