UART 3 configuration on BPI M2+

No ! Because I had this UART0 on my board when I've tested the UART3.

with armbian ubuntu bionic I can do this but not under the debian stretch : 

 

root@bananapim2plus:~# echo -e "\x7E\x03\xD0\xAF Hello" > /dev/ttyS3

root@bananapim2plus:~# cat /dev/ttyS3
~P/ Hello

with a wire between pin 8 and 10 but pitinfo dont working i don't know wy
