Console on HDMI uses "half resolution"

Attached is the output from the serial console for uboot etc.

 

The console is using about half the vertical resolution, and a little under half the horizontal resolution of the HDMI monitor. In contrast, the orangepi.org built image is using the full resolution.

In Armbian, I've tried using 

extraargs=video=sunxi:1920x1080@60,monitor=hdmi,hpd=0,edid=0

in armbianEnv.txt

 

I've also tried using 

setenv video-mode sunxi:1920x1028@60,monitor=hdmi,hpd=0,edid=0
...

saveenv

in boot.cmd and recompile the boot.scr

mkimage -C none -A arm -T script -d /boot/boot.cmd /boot/boot.scr

and reboot twice. Still uses only "half resolution".
