rock64 peripheral mode

I'm trying to switch the upper USB port to peripheral mode so I can use the ethernet gadget on it.  Has anyone done anything like that before? I've got an issue here https://github.com/ayufan-rock64/linux-build/issues/117 with some of the things I've tried already.
