need help compile rockchip kernel..

 Who can create a new kernel using this kernel  config file? https://drive.google.com/file/d/16EpJVAA6e2CVnFls2ZlvlHexenCiIh3G/view?usp=sharing I tried a lot to create a kernel and kernel is created. but flash it the device does not boot.
