I couldn't reproduce the problem, after deleting `cache/tools/oras`, even with CLEAN_LEVEL=debs ARTIFACT_IGNORE_CACHE=yes. I deleted the whole cache and was able to reproduce it. EDIT: deleting cache/tools/oras. does reproduce the error.
