There is Mali OpenGL ES "GPU acceleration", but it (correction: version currently provided by closed source drivers) can't be used by browsers like Firefox or Chromium. Other apps may be able to use it directly or via GLshim. There is hardware video decoding by Video Engine, but it can't be used in web browsers too, out of the box only MPV supports it, but it is possible to use it in mplayer or VLC. MPV does not have any menus, and OSD needs to be activated by setting environment variable "VDPAU_OSD=1". As a result, Youtube videos can be watched with hardware accelerated video decoding in mpv (using some third party tools), but not in browser.
