I'm trying to set up a DS3231 hardware clock and the system can't find the hwclock command. I installed the util-linux command as other references suggested, but the command still isn't there.

hwclock might be a part of the util-linux-extra package. Make sure that one is installed as well and then logout/login to refresh shell.
