I'm having a problem with my Raspberry Pi 5, which I describe below.

I have a DVR connected to it via Ethernet.

If I connect both at the same time, dmesg reports a failure and I can't ping the DVR to establish a connection; I have to run `ifconfig eth0 down` and `ifconfig eth0 up`.

Can anyone help or know if there's a bug in the kernel version? I'm using Ubuntu 22.04. jammy
