The emboldened line above message appears sometimes on login, but not always.   I took it to mean that I needed to do something in armbian-config, but nothing is indicated or stands out to me once I open it.  Could someone enlighten me please?

Ir is just an information message. It tells you that the tool you can use for system configuration is "armbian-config", and it warms you that it is in beta stage, just so you are aware of it.

Btw. your kernel seems quite outdated. You may consider to update to the latest legacy kernel (if you want to stick to 4.19.x) or current to get to the latest 5.4 kernel image.
