In case this is caused by apt-cacher-ng or debian mirror selection I'll add options to bypass apt-cacher-ng and to use preselected mirror for debootstrap process later. Additionally With the following change to a lxc linux container profile, I was able to build Armbian for a cubox-i under Debian Jessie in an ubuntu 14.04 lxc container.
