Thank you @balbes150 for the new bionic build!
Armbian_20.05.6_Arm-64_bionic_current_5.7.2_20200612.img.xz (plus via armbian-config added desktop) runs nice from internal on two newer(those strange ver. 4.x pcbs with wifi and bt working..) and one older/normal (no wifi) x96minis 2/16 with all programs I want/need at low temperatures(around 60°C).

There is a reason that the android TV boxes are so cheap.  They generally lack support by the manufacturers for main line linux especially for the items on your must have list (wifi, hardware video decoding/encoding).  In my opinion cheap should not be your deciding factor in what you choose to purchase as you might find that a regular SBC (raspberry pi or other, that has known support of the features you are looking for) may be the best fit and best supported option for you needs.  But if you want to explore and try things out, the android TV boxes are fun to work with, and if you go in understanding that something you want won't work well on the box you end up with, you are approaching these boxes with the right expectations.
For example I have four different types of boxes and wifi doesn't work on any of them.  But since I primarily use them as servers it works for me to use wired ethernet.
I am sure that boxes exist that meet all of your criteria, but they are not likely to be the cheap boxes and you will need to spend a bit more money to get what you want and spend a lot of time researching.
One final comment about the cheapest boxes is that identically labeled boxes with the same external markings can contain very different internal hardware.  My example is that I have two different TX3 mini's one has emmc for internal storage (which is what it is supposed to have) and the other has nand, unfortunately mainline kernels don't support internal nand storage so I ended up not being able to use the second box in the way I had intended.  But the manufactuer of the second box was able to save a bit of money by using components that cost them less and for most people using these for their intended purpose of Android wouldn't know the difference.

A clean test build of the Focal-server image on the Ugoos X2 TV box (s905x2). The build system (Armbian Bionic desktop) is started from the SD card. I cloned GIT, started the build, and the system automatically got all the necessary packages (dependencies), installed them, and started the build (downloading sources, building the kernel, and so on). The entire process from the start of the build to the output of the finished image took exactly 201 minutes. The total amount of space used on the SD card (together with the finished image) it was about 11 GB. This means that 16 GB of storage will be enough to build the server version (perhaps 16 GB will be enough for the desktop version). I consider this a good result for a minimal device with 4 cores and the slowest media (SD card).
It would be interesting to compare the results of the build process on different TV boxes (chips) with different media.

The good news is that the issue with building u-boot for universal arm-64 images in the Assembly system directly on ARM has been resolved. As a side result, it allows you to build your own version of the core or a ready-made image directly on the TV box with minimal costs (using the Armbian build system). Thus, the first stage of transferring the build of all ArmbianTV images to the ARM platform is completed. Test images 20200521 with u-boot for rk3399 added to the images  on the site (as it was previously in all universal images).

I would be interested in a how-to guide on the topic of making an Armbian dtb based on the information out of an Android dtb. Got a X88 King box that boots to desktop but usb does not work in Armbian while usb is fine in Android

    New versions of images 20200218.

Important change. With this version, you can easily add the desired u-boot on any PC (including Windows) .

To do this, new versions of u-boot are downloaded on the site.

    https://yadi.sk/d/lTbXkrmZN5Hf6g

Rules for using the new u-boot option. Download, Armbian image, unpack. Write image Armbian to the SD card. Download and write the desired version of the u-boot file to SD card. Configure the DTB and the launch string (APPEND) in (uEnv.txt) for the desired model\platform.

Pay attention. Now you don't need to write u-boot with complex commands, you write the u-boot image with the same program as you usually write an Armbian image. This allows you to configure the system to run (including writing a u-boot image) on any PC (including Windows).

Pay attention. The new version changed the size of the partitions that are obtained when writing an image (all images have a fixed size of 5GB).  This u-boot entry option only applies to the new version 20200218 and subsequent versions. Don't try this for old images. This will not work on older images.

I have now launched the latest version of LE with dtb from RockPi4 on N6. Surprisingly, everything works including WiFi. I hope that when I switch to the next version of the kernel , the same thing will work in Armbian.
