It is not uncommon that root privileges are needed to show such things. It depends on the way the clock is read from the system which differs from chip to chip. Sometimes it works without elevation

I can barely remember there was a similar thing about a year ago and I think the conclusion was that H2+/H3 does not support slave mode but master only. Could be totally wrong though, just as a hint where you could start digging.

From what I read in the source I assume the whole wifi stuff is handled via hostapd. Did you take a look at its config files?

Stretch is still supported until June 2022. So if there are no new features in Buster you need or are a must have I do not see a reason to update.

DIstro upgrades are not supported. Also kernel upgrades with major version jumps are just barely tested, simply due to lack of ressources. So if you can I'd recommend starting over with a fresh image.
